The 2023 Biden-Xi Summit:
A Collaborative Analysis

The lead-up to the November 15th meeting between United States President Joe Biden and Chinese President Xi Jinping was filled with tension and outright absurdity, in some cases. Ever since the two leaders briefly met in Bali in November of 2022, the relationship between Beijing and Washington has gone through a strange series of ups and downs. Whether it be the U.S. capture of a Chinese surveillance balloon or the near collision of American and Chinese warships in the Taiwan Strait, there was great uncertainty regarding the future of U.S.-China relations. Yet, the announcement of a meeting between President Biden and President Xi during the Asia Pacific Economic Cooperation meeting near San Francisco, California brought hope for many that the relationship between the two countries would rebound. The resulting press was not all positive; some worried that there was too much hostility between the two for significant progress to be made, while others laughed at the effort by San Francisco officials to clean up the city in preparation for the meeting. Nevertheless, the two leaders met, and discussed meaningful issues such as the fentanyl crisis and the fight against climate change. This collaborative article will seek to analyze the extent to which major aspects of U.S.-China relations were discussed, what agreements were made, and what it may mean for the future of cooperation between the two superpowers.
Featured below are five articles each analyzing a U.S.-China policy issue that was either addressed or notably omitted from the discussion between Joe Biden and Xi Jinping in San Francisco.
